21v is far too much, double check this .I would charge the battery then check the charge rate. You could be cooking the battery if it is charging so high. BMW had lots of problems with the final stage resistor which has been also mentioned. It's fairly simple to get to, try removing it...

just replaced my final stage resistor. not a hard job but being double jointed helps the first time you do one.

ive been browsing the web and may take the pipe of the oil cooler and let the pump take the lot out. then just put the 9.5 litres in. oils got to be cheaper than that some where. if i find it for less i will let you know

try unplugging the maf sensor and turn it over. it will usually be fuel air mixture
