Actually it's a bit more complicated(i had the same impression like you untill i dug deeper) the overboost limit is based on boost pressure calculated by the ECM at 1.42 Bar from MAP - AAP readings so if you are at high altitude or the sucction is high and the AAP goes to let's say 90 kPa under heavy load the overboost protection will kick in at 232 kPa MAP reading cos 232 - 90 = 142(1.42 bar) if you see what i meanIf you do iirc max you can set it to is 242 kpa. Then it will start to limit.
Tighten it to 11 threads left from lock nut and if it goes to overboost loosen it half thread at a time untill it rides fine

I just take a scribe, stick the point in a thread and slowly move it up one click at a time as it were. Even if I can see them, I still cannot count them, I go cross eyed!, but at 15 you can come two or three threads up.Had a look today, gave up, will need some plasticene to take a copy of the thread.

You can measure the lenght of the rod with caliper and remember it for next time then you dont have to count threads only to set the other to the same lenght(or shorter if no overboost) but not longer whatsoever... i'd measure mine and tell you but it's irrelevant as i have forge actuatorI still cannot count them, I go cross eyed!,
The turbo is set to 13 threads from factory as to work well with the Td5's management, if you have to add more lenght to the rod there's a problem with the valve or something, it can even accept 2-3 threads less as to not create overboost but to lenghten the rod is completely illogical
