Yes the Foxwell is OBD2 compliant but you need the dedicated software for it to work correctly on the TD5.
But you can also use it for obd2 compliant vehicle, if any of that makes any sense...... probably not!

Some late 200s are disc brake, but im thinking yours must still be drum, so it has lower number of fatter splines on the ends of the shafts.
Thinking about it, mine IS OBD2 compliant as I use it on the wife's car which is a Citroen C3 Pluriel, '04 MY.

Our Foxwell works OK for reading live data.
Maybe it's not down on power, maybe you have massive oversized wheels and tyres and expecting too much.
Remember its not OBD2 compliant.

Ok so you have a dodgy Foxwell. Have you tried live data on it?
I have a Foxwell pro 520 and it has helped me out with stuff like this. Mine is set up to be able to work with the whole LR/Jaguar range.
Is yours not?
The short answer is "no".
Take the time to ensure the air filter is clear of poop, but as @Anaconda has said, if this isn't a quick fix it may well mean getting a decent diagnostic.
To get max power there needs to be enough fuel, enough air...
