Where Do All Th E Bits Come From?

The garage flushed out the pipe work to the intercooler flushed out the intercooler and yet still aluminium shrapnel has found its way into the newly replaced turbo and ground off 50% of the outer impellor blades. it whistles like a train and is back to no acceleration what so ever.

Now I know it wasnt a new turbo but surely the garage must be responsible for not checking there were no more bits in the works before they fitted the replacement?
