What is this pipe ?

i have a pipe in photos below that runs down from the turbo to the throttle body i belive i maybe wrong normaly am lol but mine has been cut and blanked of i cant find out why any ideas ?

feed for turbo wastegate actuator and t piece to go to side of injection pump as is boost feed for pump

ok so why would some one cut it surly its gonna over boost and run lean ?

they wont really over boost most adjust wastegate up tight to increase boost ,what have you got going to injection pump diaphram on engine side of injection pump some take feed from manifold rather than turbo housing but will need boost feed to work properly

its just that hose thats cut in the top photo i should reconnect it then i guess !
