[, as a dash panel HI Mark, the rubber coating is a soft feel covering for the various "shiny black plastic" parts to make them look more like a £70k car should look. If you take a look at the picture above, you will see where I had to scrape it away on the steering wheel spokes when I fitted a new leather cover just to make it look cleaner. Strangely though the areas that showed virtually no wear were the door window switches and around the ignition switch. The bottom line is Land Rover wanted a satin soft finish but got an inconsistent self recovering rubber that was bonded to smooth finish plastic parts. My advice, if it looks good leave it, if it starts to peel just scrape it off or pay for aftermarket cover parts like piano black.
