Welder / body shop near Gatwick

Or, would the weld be simple enough (noting that the spots have been completely drilled out through both panel and chassis) that it's pro worth buying a welder and doing myself?

You haven't said what car you have and without that detail and a picture it's difficult to imagine the problem.
Most Defenders front wings are alluminium which will require a TiG welder (look it up).

It would probably be easier to pop rivet the panel back together ?
