After putting the timing cover back on, I tightened one of the water pump bolts (pictured) to 20Nm instead of 11Nm… and sure enough, it broke. It's a small bolt, not the long ones that go through the pump to the block. Should I leave it like that, since I have two bolts nearby, or should I take the pump apart? I've applied some Hylomar sealant to the gasket, that might help…

Id cut that bolt & leave 3 threads on it, load it with thread lock & nip it up. Run the engine up & see how it goes. :)

It's already cut, in the middle of the treads !
You mean i should cut it like this

and fill the hole with loctite and then with a RTV sealant ? that's it ?

Personally, I would do what is needed to remove the remains of the bolt and use a new bolt.
Not a lot of place to do that (i dont want to remove again the timing cover) but the bolt should not be tightened hard. I have to find a little drill...

Personally I would replace the bolt. Why's this gone in a bold font?!
If ur on an iPhone it’s a pain in the arse. Bold can be changed by going to accessibility and then pick your text size etc. like me if u bugger about with it u change sumthin without realising it. The iPhone is sturdy tho’ mine has been thrown 3 times today onto type 1 and it still effin survived. Every time a new phone comes out it plays up. Samsung next I think. Try yo settings boss.
