Why would it be on the crankshaft?

I do not know any specifics of the Touareg, but speed sensors are
typically inductive (using a hall-effect transistor plus a FET to
provide a low impedance output). The VSS can not be on the crankshaft as
it needs to measure wheel rotation not engine rotation. Look towards the
output side of the transmission. Mine (Honda) has three wires going to
it: ground, battery voltage and output.

I wondered how long it would be before someone cottoned on.

Well, I live in the country with the worlds highest tax rates on cars.
Importing an old car will make it less expensive...

Second highest tax rates for cars. I believe the honors for highest car
taxes goes to your neighbor to the north. People up there travel to your
country to buy new cars (although that is not for tax reasons, they
obviously have to pay their own taxes when they import a car)

Do you need a certain number of km's on the odometer to classify the car
as used, or do you simply want to bring down its value for taxation
purposes?

I thought Singapore had the honors for highest automobile tax rate at
225% plus very high usage taxes that go up the older the car gets.

You may be right. It is very hard to compare the taxation levels, as the
taxes are levied differently in different countries. Some put a flat or
progressive tax on the car's value, other factor in weight, horse power,
displacement, country of origin etc. Total taxes around 200% are not
unheard of in Denmark or Norway either.

According to the article cited elsewhere in this thread by Steve Morgan,
taxes in Malaysia can be up to 300%. Neener, neener. ;-)
