Very quick one

If it is anything like mine was when I first got it you will take the dash panel out and behind it there will be a mass of scotch-lock connectors and cut wires all over the place which attach to nothing and you will have to spend ages removing it all, soldering things back together and heat shrinking it. I would not be surprised if it is not connected to anything, but it could just as likely be connected to something completely random you would never have thought of.
While tracing the wiring I would check the bulb, as that might be the reason it is not lighting up when you are playing with switches.

Or in the case of my lad's Defender everything is wired with red wires that run back to fused links attached to the battery live..... I suppose at least the previous bodger, errrm owner did think of using fused links
