Toyota pickup check engine light is on,code 25

v6 1995 toyo pickup 4WD.... the code that the computer gives me is
(code 25) telling me that the corrective value or the corrective valve
have a high frequency signal during feedback. the code indicates lean
fuel mixture. what does this mean?
note: I just replaced the O2 sensor with a universal
one.
