Today's stoopid newbie question

Not such a stupid question - I have always though that the lights mounted in the lower bumper looked wrong. I belive they are mounted this way to meet "type approval regulations" to do with the visibility of lights when veiwed from an angle. The off-set mounting for the spare wheel means that the off-side light cluster is obscured, hence the need for mounting in the bumper.
Even Jap 4x4s have extra lights in the bumper, but not those that are grey imports over 10 years old and therefore not a candidate for a special vehicle type approval test. Honda CRV has its lights mounted high and the Suzuki Jimny has the spare centrally mounted to get round the problem.
I have though of changing the function of the wing mounted lights - changing them into brake, side and indicator lights and using the lower lights for fog and reversing (the lights have the later clear lens for the indicator). As long as the lighting meets MOT requirements there should be no problem as angle of visibility is not part of the MOT.
There, now I have bored everyone to death I think I will go and watch some paint dry.
before you alter things to much go and ask a MOT inspector as I did before I fitted side lights in by having the fitments that hold the one bulb with 2 filiments the 21 watt side now acts as the fog light you can not have brake lights in with the fog so do not do it that way
 
I think lights are in the bumper due to the tailgate opening and not being able to see them if they were on the tailgate.
