I think you will be ok on the road tax front anything pre March 2001 should be ok. As for your IRD I`m not totaly sure how you would know.

Are there any specific part numbers on the IRD to distinguish it as an uprated model?

take it for a run [get it warm] boot it in auto straight road listen out for drop up and down [rapid] when at speed do the same on a hill in 4th and again in sports mode

if its doing it ,walk away . . . .but thems are great
