Swivel Housing Oil Seal?

I filled up the swivel housings with EP90 in April last year on the Ninety.

Today I topped them up. The left hand side especially needed a considerable amount of oil to reach the full level.

Is this a sign that the swivel housing oil seals need replacing, or is it normal for top-ups to be required regularly when using oil rather than grease?

the oil shouldnt need topping up if there are no external signs of leaks then it must be leaking past the inner seal into the axle casing
