That is correct - no fuse = no power to run the EAS ECU hence no communication.
If you are really desperate to see what faults exist plug everything back together leaving out the valve block. This may or may not work but give it a go and see what happens.
Basically when you connect to the EAS ECU you first of all get the delay timer to wake up and supply power to the EAS ECU which you then start communication with in a nutshell.
All aspects of the EAS system need to really be connected for the diagnostics to work - you may get away without the valve block connected though.
