Disco 1 Stupid question about bumpers

Hi

I'm looking to replace the plastic bumper on my Disco with a steel one.
After umming and Ahhing about whether to get a winch bumper or non winch bumper, I have decided on getting a winch bumper.

Specifically I'm looking to get a tubular steel bumper like this one: http://www.ebay.co.uk/itm/Discovery...9810bc&pid=100204&rk=5&rkt=20&sd=321886637342

I like it, but am concerned as to whether the vehicle will be 'road legal' with this bumper on.

Someone please put my mind at rest that I can install this without fear of driving illegally.

Can't see why not, although when I put my heavy duty bumper on, and then a winch, I advised my Insurance company (Adrian Flux) and they noted it all on my policy and it never effected the premium.

I'm also insured through Adrian Flux, so it's nice to know they won't increase the premium.

I've done some further digging and found one supplier of tubular winch bumpers, and they state that their bumpers are designed for Off-Road use ONLY:

This is why I'm confused about the legality of it all. Maybe they're just putting that line in there to cover themselves?
 
All my mods r on my policy with flux and didnt hange my premium.

Ive got a tubular bumpet aswell and not guy doesnt mention anything either
