It's nice to fix your Nonacom down, stops it sliding about while you're driving, but don't forget, it could fall into the same rules as using a mobile phone should the Bill take it into their heads, even though it's now a dashboard mounted device.
If you find yourself in "trouble" because you were distracted while touching one or other buttons, you could still face "driving without due care".
So be let's careful out there. (cue "Hill Street Blues" theme tune)

Probably less likely to draw attention than holding it in your left hand and trying to poke the buttons with your nose etc - but I do take your point
However it will be set to display the instruments prior to driving so it's an observational thing rather than trying to control anything while underway.
