Just refurbed a set of 11" brakes to fit on the S2. had them blasted, powder coated the back plate, high temp paint on the drums, new shoes and sills all round

What make linings did you use? My series 3 stops very well with "Mintex" lined shoes.
I have just had the hubs and backplates for my 1929 BSA bike blasted and powder coated in satin black, well pleased with the result.

Someone recommended Mintex, so i used them.

im assuming your S3 has the 11" brakes on the rear aswell? not sure wether i need to upgrade the rears on my S2 too 11" as well as the fronts.

Only 10" on the rear of my series 3, it stops very well when needed. Lots of engine braking with the 2.25 diesel gives the brakes an easy life.

maybe it was the 109 that had them on the back.
