I have done this works fine. Just make sure the little valves go in the way around they were.
The Kit is a common item as that type of lift pump was also used on tractors ect.
Take one thing at a time, brakes possibly seized with lack of use. You could try stamping on the pedal HARD !
Failing that hit the wheels with a big heavy hammer going around the hub.
But. If it won't start no point in trying to get it to stop.
To run you need to check three things, Electrics, Fuel, Mechanics.
Is the battery fully charged and does engine turn over fast ?
Fuel could be off try the can tip mentioned earlier, that glass bowl is the fuel pump and should have a lever underneath, pump it a few times to see if petrol comes through.
Plugs, points etc are quite cheap so probably worth changing if you don't know how old they are, but don't change just yet.
Go though the other steps first.
They can be temperamental but are really quite easy to work on.
