And most forces strictly limited the speed they could be driven at as well as banned then from any sort of pursuit driving.

Correct they were banned from fast pursuit as they loved to be upside down in ditches. The handling was truly atrocious at speed on bends. Drove loads of them in the early days when they came in for service. Fast on a twisty road was a little interesting lets say.
