Disco 2 Roof Rack Options

The wife wants the family to start 'cycling' load up bikes and drive to a cycle route etc. The rear bike rack options seem to lean towards a tow hitch attachment style rack, so I was thinking of putting the spare wheel on the roof.

What would be the options for this without costing a fortune, I see full racks can be around the £1000 mark!

Also, does the spare wheel bracket stay or get removed?

Now, it was very tight against the wheel so I put a 10mm thick piece of Ali block between the tow plate and ball mount (drilled to take the bolts and the same length/width as the ball mount plate) and that allows it to fit nicely.
