certainly if they are fitted you above a 2" lift i believe unless they changed them without doing springs and shocks, which would be unusual, my bet is 4" lift.

What do the front brake pipes look like are they braided or are they rubber with a plastic spiral coating ?

If it has had a significant lift then the brake pipes would have been changed

When I first saw your post I thought it looked like more than a 2" lift.
If you measure from the ctr of the hub front and back to the wheel arch I will compare with my (recent) like for like + 2" replacement dampers and springs. This is mine during fitting.

My measurements for a 2" lift as fitted are front 20 1/2 inch, rear 21 inch. That is taken from the ctr of the hub vertically to the bottom of the wheel arch.
I fitted std duty + 2 " britpart, and dampers to match, I do not have any problems with driving/cornering etc, so quite happy with it. I do tend to get through prop U J's every couple of years, but that is also down to the very sandy mud we have around me.
