No ID with the chassis is fine legally. Just means that whoever buys it will have to apply for new ID, which they are supposed to do when using a 2nd hand chassis anyway.

Selling a chassis with an ID is legal. Selling a chassis without ID is legal. Selling an ID without chassis is illegal.

I don't really think that the heap of scrap iron he is selling with the V5 can be classed as a chassis.

question (shown on listing) confirm its sold w/o ID. therefore illegal.

Despite this police operation, nothing seems to get through to ebay to stop accepting these listings. I've reported some in the past and often they are removed, but not always. It may depend on how many reports they get.
