300 tdi defender loss of lower and some black

When revved intercooler pipes suck in instead of expanding

Checked rubber hoses for internal damage all good ,intercooler not blocked

Waste gate can be moved with a bar but it doesn't move when revved

Could the actuator be at fault and if so what makes it work ?

Maybe this will help

Clue is ic pipes sucking in, remove trunking to turbo make sure (engine off!) turbine spins, then with trunking off give it some revs and see if pipes still suck in.
Wont get turbo actuator to move with car at a standstill.

check the long thin pipe from turbo round back of engine going to top of injector pump for blocking or leaks

as mentioned above without load you won't get any boost - so pipes can't fill up with air

if you suspect actuator disconnect pipe from actuator and block with a bolt

No not checked that is it possible impellor shaft had broken and inlet side will still spin with little play in shaft?
I was more thinking damaged turbo turbine causing a restriction in air flow hence sucked in hoses as you rev it.
Turbos can break in all sorts of weird ways.

Air filter wet and broken up with bits sucked into turbo
Fag butt sucking onto paper filter and the high speed air rushing passed causes it to set the air filter on fire, again all the bits go through the turbo, used to be a big problem on Scania trucks many years ago.

Check the crack case breather isnt blocked.

Thanks il check cyclone breather and take exhaust off to check exhaust side of impeller
That is a thought, have you tried it with the ex downpipe removed/loosened?
You never know got to be worth a look.
Anything wedged up the tailpipe?
