no 4 wheel drive

Hi There
I Cant Get My Series 2a To Engage 4 Wheel Drive
It Will Go High/low Ratio But Cant Get Any Drive To The Front
The Prop Aint Turning,though It Will If The Hubs Are In? There Just Aint No Drive To It From Gearbox
