New Gov 11 March 2014 - Any ideas?? 'Laning and Offroading'

Any one shed any light on this?? I seem to take it as - Everything will be illegal unless you are on a tarmac road, or you are for example a farmer who requires access in which case you will have to apply for exclusive rights? Blah blah blah......
