Now some LED headlights are obviously NOT approved. Those LED headlights just marked DOT, SAE, E+ number in a circle are LLEGAL headlights
LED headlights marked with a reputable makers name Nolden, Speaker, Truck-Lite, Vision X with the correct markings on are 100% road legal. It is NOT a legal requirement for the manufacturers to put their name on the lights but it does raise brand awareness and give some confidence that they are road legal.
For your LED headlights you say
Halo is either DRL or half indicator depending how you wire it.
All I could find is C/R 25 E8 02a ECE R112 it also has the numbers below set out sort of like this with the E8 in a circle on the glass.

I am guessing that the first set of information come off the web/printed leaflet or packaging. That information does not correspond 100% with markings on lens
C/R Low and high (dip and main) beam headlamp with low and high beams not to be operated simultaneously, Class-A (usually tungsten filament)
25 Probably Peak Beam Reference Number equivalent to some of the brightest LED headlights from reputable makers
E8 Czech Republic is country which has done the ‘approval’
02a could refer to a class of direction indicator
ECE R112 Refers to UN ECE regulation 112 Headlamps emitting an asymmetrical passing-beam
On your lens
HC/R Low and high (dip and main) beam headlamp with low and high beams not to be operated simultaneously, Class-B (usually halogen or LED)
PL Plastic Lens

Now what gives me cause for concern are as follows
Class of headlight changes CR to HC/R
Peak Beam Reference number changes from 25 to 17.5
No RL on lens for daytime running light
No 1 for direction indicator
No arrow for LHT
So my gut feeling is that this is not a genuine approval mark.
