mud flaps curling back

Recently towed the caravan and on reaching the destination, found that turbulance had caused the flaps to move forward and catch on the tyres. Both ruined!!!
I have two other trailers that dont do this
Has anyone experienced this and if so, did you find a cure. I thought about making a steel rod rectangle attached at the top so that they only move backwards. However, this might casue problems on the rare off road occaisions

Are we talking about flaps on the car or on the caravan as you say you have two other trailers that this doesn't happen with & then say that your idea might cause problems with rare off-roading - which could include positioning the caravan on a grass farmer's field type pitch?

ETA Sometimes see tipper lorries with light chains to hold the mudflaps up to avoid them getting caught & torn off when on building sites. One clip to attach the chain to a convenient body part & another to clip onto the bottom of the flap through a small hole or a small metal bracket riveted to the flap.
Perhaps you could come up with something similar to restrict the forward movement of the bottom of the flap when towing the van & just take them off for the rest of the time?

Im talking mud flaps on the car.
The 'car' is a 110. Yes, farmers rough fields and the occaisional green lane. Nothing serious.
You suggestion is superb. I have seen these on tippers. Much better tthan my idea as they can be unshackled when not needed

That's for when they are reversing. and some insultated tarmac tippers have hydraulic mud flaps but that is so they can be pushed by the taramcing machine.

A lot of off-roaders use short bungee straps, seems to work.
