or if the tester is more concerned about whether yer a liability on the road and doesn't want to see any more kids killed by ****s in unsafe and unroad-worthly vehicles. in which case he might fail yer aswell.
oh sorry mrs smith i didn't see young tom on his bike as i found a loop hole that allowed me to get an MOT for my dangerous car. i hope he comes out of the coma real soon and that the brain damage isn't too bad. by the way here's some old bike wheels that you could use to make a wheel chair for him till he gets his archyfacial legs fitted.

Not condoning the use of unroadworthy vehicles Mr Slob, just pointing out what the law states. Has never really effected the roadworthiness of any motor I have had tested without washers, mind you, they are primarily only used during the summer and are not daily drivers.
