Because the battery itself pulls the charger voltage down to something reasonable, many older chargers supply 15-17 volts unloaded, they are also often only half wave rectified - again not something the car's electronics would "notice" when a battery is connected supplying voltage during the "dead" inverted phase. In essence, the power supplied by many battery chargers is far too dirty for modern cars, the battery acts as a damper cleaning the power supply up.
Yeah it's to set the anti trap. Personally with the drivers window in particular, i would prefer, if anyone tried to reach in to do harm, to be able cut their bloody hands off at the wrists.
