Upsampling as it's known isn't a good or technically feasible option on a complied image. I won't go into it - I Argue about it too much with customers on a daily basis as it is.
Admin MUST have an original AI, PSD, or CDR file that can be used to export a decent res image for final print. it only needs to be 300dpi, max.

In order to get the logo into a decent size, convert it into a vector; Vector Magic | Precision Bitmap To Vector Conversion Online
Then whack it into photoshop and do what the hell you like with it, enlarge and increase DPI as much as you like, vectors don't lose quality.
