I had a rover 45 L series which did around 60mpg, it's the reason I got a freelander with an L series! I love that engine!!
Can you adjust the pump on a TD4 then?
I dream of over 40mpg in my auto.
Do a search for "L series hammer mod" for adjusting the pump.
once I was sure the timing was correct I put a fine mark between the pump body and the top in case I needed to put it back to original then loosened the top control unit part of the pump slightly, then tap to the right for less fuel and to the left for more fuel. too far either way and it could not start or run right so its all about finding a balance, I went to far to the right and ended up with a flat spot so just another gentle tap and hey presto it runs spot on but with slightly better fuel economy happy days
