I've got something to show... it's rather embarrassing

I'd take the Jubillee clip off an replace it with a tie wrap before the clip wears a hole in yer brakepipe. Or slot a piece of 1/4" bore hose over the pipe and clip that to the axle.
 
It's not a jubilee clip. It's a new part same as the original which i took off and same as what's in the parts book. its a thin band of metal which wraps around what looks a bit like a split pin and gets tight.

If its secured tight against the axle casing it shouldn't rub.... should it???
