Not sure but is it the detail inside the bumper, I believe you have to remove bumper (I did on the 322)

If you are trying to take the bumper off, two bolts underneath, then behind the coloured trim panel on the bumper,(which doesn't come off from the outside) are two spring metal and plastic clips that hold it in place. If it's never been off they will have rusted solid or dissolved. Check first on any of the website suppliers for these clips and the pictures will make sense. After that it's a lift and pull and it comes straight off. Beware it's heavy..Maybe it’s just a funny type of clip that you need to wiggle in the right direction to remove bumper without breaking it.

The deciding factor on the state of the side brackets/ clips is if rear mudguards are fitted. Without these, they are in direct firing line of the road debris up into the bumper and straight at the bumper metal. Mudflaps are somewhat protective to s point hereThe metal clip should just rotate out of the plastic clip. Fingers should do it. My car is WAY older than yours and mine was fine. The bolt behind the tow-eye was a different matter. That had to be drilled in the end. Total f***ING bar-steward to get at.
Does the bumper really need to come off? The cables go up through grommets either side below the light clusters.
