Help!! Rear timing belt cover stuck!!

Hi all I have started to strip the engine block down on my defender 200tdi
so i can paint it

I have removed every bolt, even the ones that the previous owner snapped and cover with silicone

can anyone tell me if this is a dowel/ locator peg or another snapped bolt as it just wont move

have painted the peg white

snapped bolt they are 3 around water gallery and its the top one ,give it a hammering first

It's stuck on the long bolt.

get some heat on it maybe? everyone loves a good snapped bolt to double the length of a job!!

Thought as much
ive tried mole grips and heat on the bloody thing but it will just not budge

any tips, apart from stick the grinder through it and buying a new case

hammer it well then weld a nut on

penetrating fluid. soft mallet. tap it off as far as you dare,tap it back on again and so on applying fluid both sides. once off the dowels you'll be able to to pivot it on bolt and more of the same.
