I cant get the instrument panel out. It feels as though the choke is holding it in. My series 3 is a V reg and the choke is on the left hand side of the panel. Do I need to undo the choke cable from the engine or is it possible to get the plastic end off so that it can pull through?
 
I had the same problem with my diesel cut off switch. As I don't need it with a 19j engine and it was disconnected, the panel came out easy, now it's my heater control, with a heater valve in the pipeline, I have to disconnect the cable at the engine end to get the panel out.
 
Choke is usually attached to the steering column and stays in - perhaps yours has been bodged. What normally holds the instrument panel in is the speedo cable. There's a release clip behind the clock on the cable outer.
 
It should pull out far enough to fiddle behind, that way you don't have to start re-attaching things like the speedo cable which can be a pain. Just enough to get your hand is is fine, I was able to change the voltage regulator on the bulkhead and wire up an auxiliary socket to replace the green and red power outputs which looked lethal, insulation was paper! I just have to undo the cable to my heater valve (ex engine stop cable) to move it out freely. I guess the choke cable is the same.
