Hand Brake Expander

Worked a treat took all apart give it a good clean copper slip and it works perfect.
Thought I was doing great until I went to fit Drum, at first couldn't get it on but after turning the adjuster on the left side it did go on but it is Very Tight, wont adjust anymore to slacken off to move.
Definitely done something wrong, drum wont turn.
Think I've got everything in the right place, or can anyone spot any mistakes ?

Thanks James was thinking that it would have something to do with them, so do I just swap them round, put bottom in top and vise versa, Should gap be on left side or right ?
