I will send out an email to the council, although it would be a waste of time at a guess.
The proper overgrown lanes would need a tractor and hedge cutter or some front mounted flail to clear them. You could never do it by hand regardless of how many people you had.
Always say it’s too tight for horses…

What area of Hampshire did you go?
Between Hook and just below Alton. The lanes are the least scratchy ones I could find, there are others you could go down if you don't care about damage.
I looked back at some photos from 2018 and a lane you can just about squeeze down now was just over 2 landrover widths back then.
Funny they regraded the washed out area then just let the trees/hedges get overgrown so it's barely usable by anyone.
