I think it's far more likely that the Govt is having
its ear bent by the usual anti-laning pressure groups.

I mean, what proportion of the PRoW network is car-legal
anyway? Less than 5% I seem to recall.

We *do* pay to use green lanes dont we? You need to have road tax, insurance
and an MOT to be on them. They are the same as any other road aren't they?

I think a retractable spoiler, or even one that will be pushed back under a
slow impact but stay firm in a collision with a pedestrian, might work. It
shouldn't be a problem on a RR or discovery where the cost would be small
compared to the vehicle purchase price, but could be a problem on smaller
cheaper vehicles, such as the Jimny. Then again, I think these are probably
already under 500mm.
