Like all these things it’s not a case of the actual practicality on the ground, it’s the theoretical position within a framework of legislation and industry practice etc.
It’s highly unlikely that any local authority would allow use of chainsaws by those without both qualifications and public liability insurance. A permission would be for hand tools only, as above. What actually happens on the ground though is down to those carrying out the work and LAs are equally unlikely to be able to monitor the works live.
Huntinghicap is right to flag it - if GLASS had potentially allowed it in contravention of their agreement with the LA then pics of this on the internet would not help their cause. I am sure that in this case the relevant permissions and paperwork were all in place though...?
