The in tank pump will only run with ignition on if engine is cold. It will not run on ignition if engine is hot.

Have you put live from battery to pin 5 of relay 12 to check if relay is duff. Pump will only run when glow lamp is on. Or is that what the AA did?

I know that's why I told him to crank as well we've had this conversation before mine only works with cranking the car but we will end that one here
how much space is there between floor pan and tank ?

Lets put it this way DON'T use a jigsaw. Personally i would remove tank. You can then check condition of brake pipes that run above it.
dropping tank is not viable , my parking is on the road .
