Nicking 3W looks 'possible' to me. Total of bulbs is about 12W, so depending on how the dimmer actually works you might lose maximum brightness. I'd give it a shot.
Ideally I'd connect to the +ve on the dimmer switch, but taking it from +ve on the lighter bulb wires (not the main one for the lighter) should be OK.

Ah, crossed posts, but not wires! Yes the lighter would be OK, prefer the dimmer switch because it avoids extra load in the existing wires,

17.A cable is overkill, but if it's free, go ahead, less heat, more power! I wouldn't bother fusing them - just either disconnect the battery or at least take out that fuse 25E while you're waving the wires about.Have got some spare rolls of 17.5 amp cable I was going to use up

From the cig lighter connector ( lighting one ) was going to fuse the cable that goes to the wheat bulbs, using a 1 x amp
Wondered as the main circuit is rated at a max of 10 x amps if the 1 x amp fuse would pop , or need to rate it the same as the rest of the instrument panel lighting amperage

If you short to earth cable capable of 2amps max then it will burn before the 10amp fuse blows. Think for a few minutes about the number of car fires where it starts behind the dash. If the power available to the wire powering the LEDs is higher than the rating of the cable, and not limited in some way, then high currents are available if you catch the wire on an earth. If yer powering the lamps from the eggsisting dimmer then it should be ok to limit the current, so no fuse needed. Be careful on cable current carrying capacity. Temperature makes a difference. The absolute max is when yer happy for the cable to get quite hot.
