P38 is diesel dhse 2001
can I programe it up ?
is it possible to to obtain lead /converter/ software?

Is it a manual or auto diesel?? Also where have the fogs been mounted, on the bull bar OR in the bumper??
IF they are the fogs that fit IN the bumper AND the vehicle is an automatic you need to remove them. Behind the passenger side fog light is a radiator especially for the auto box. Usually there is a little grill in the passenger side cutout for the fog light.
If this has been removed and a fog light shoved in there you are asking for trouble for your gearbox.
If the vehicle is manual it doesn't matter and if the fogs are mounted on the bull bar then it also doesn't matter. Assuming you have a manual OR the lights are mounted on a bull bar have you checked the bulbs are fitted correctly and are ok??
Depending on the spec of your P38 you may or may not have had the harness for the for lights there or not. As its a DHSE then I'm guessing the harness was originally there and that the switch and fog lights were the only thing added. So to start off simply I would just double check the bulbs. If the bulbs check out ok then get a multi meter and check at the fog light connections to see if there is any voltage present there with the switch on, if not come back for more help.
Also, as others have said, the fog lights do have to be enabled in the BECM so if they aren't enabled then you wont get any light (although I wouldn't of thought you would of got a light on the switch either),
As for the HeVAC bulbs, dead easy thing to do. The part numbers you need are as follows...
1 x STC3869 - This is the bulb that lights the screen up.
3 x STC3868 - These bulbs light the buttons etc.
1 x RTC3635 - This is the bulb that lights up the AUTO sign in the fan speed dial.
To replace the bulbs is very and requires you to just twist the old bulbs out and twist the new ones in with the exception of the speed control one, for that you need to pull the knob straight out and unseat the old bulb by pulling on it and then pushing the new bulb into place. You will need patience getting the HeVAC panel out if you haven't done it before.
Basically the procedure is this...
1) Open centre cubby box thing (the bit where all ya' junk is kept).
2) Remove the two screws that hold the window switch pack in place.
3) Lift the pack forwards towards the front of the car and then light up a little and it will come unseated leaving two tabs at the bottom visible.
4) Remove the screw that holds the gear shift surround in place.
5) Lift gear shift surround up.
6) Move both front seats right back and remove 2 screws either side holding th centre console panels in place.
7) You now need to remove the two centre console side panels. Look
here as this will explain how to remove them way better than I can.
8) Now remove the 4 screws around the HeVAC panel.
9) Pull panel towards back of vehicle and unplug all connectors (make sure vehicle is OFF)
10) Look at the back of the panel and with a flat blade screwdriver replace all bulbs.
11) Either leave the AUTO light alone of follow the instructions
here as its not too easy to do.
Once you have done that you should be all sorted, just reverse what you did to take everything apart and you should now have working lights on your HeVAC panel. Take your time if its your first time removing the dash panels etc, I know when I first started it took me ages, 2+ hours-ish, you will get used to it though and things will take less time in the future, its good practice for when you come to replace the little bulbs that light up all the switches along the top of facia.
