Foaming vents ??

Afternoon,
When I put my blower on to full I get pieces of foam (I think sealing foam) blowing out of the upper and lower vents (1996 300 TDI 90) has anyone had experience of this or know where the foam is coming fro ?, I'm stripping it down for a refurb and want to ensure I replace the degrading foam, I've checked the foam that is between the duct and the blower unit it seems fine, do the diverter flaps that send the air up or down have foam on them ? any assistance welcomed
 
Foam in the following places
Heater matrix
Air intake(wing top to heater)
Air to dash(heater to bulkhead)
Flaps for screen to feet.(solid pieces)

Can't remember if there is some where the off flap is(big flap closes the heater off for all intake of air)

my dash bottom the top plate witht he holes in to connect to screen blowers etc. was foamed backed well what was left of it when I reconditioned my dash.
 
Yeah...the long flat plate that seals off the top of the lower dash is covered in it as said.
Mine was more like fluffy powder lol!

Great sounds exactly like my symptom (Fluffy powder) what replacement materials have you used please ?
 
Camping mat. It dense so won't fluff/flake but is thicker. You will need to remove dash to get to the foam.
You need to remove all the screws & the flap cable.
