as from 2004 NEW windows fitted must have at least one 'fire escape' window. ie the opener will have 'egress hinges' that will open out to 90 degrees, a bit like the old style timber windows and unlike std hinges that slide over when opened so you can clean them. try climbing out a down stairs window with std hinges fitted. it aint easy. now imagine trying that at 3am in a rush (or a panic as most would).
get everyone safe block the door and dial 999.
a bad landing outside can kill you aswell!
