A Turbo Diesel does not need a full compliment of oxygen in the cylinders at tick over. The EGR can be open and allowing inert/toxic gasses in but there's only a little bit of fuel being pumped in, so there still enough oxygen in there for it to fire efficiently.
As the throttle demands more power/revs more fuel is pumped in so more oxygen and less exhaust gas is needed in the cylinders. Hence those clever German programmers of the engine's ECU close off the EGR allowing a full compliment of oxygen in. Once demand has increased further and 2L of air does not have enough oxygen, then an American company supplies a "Turbo" device that the engine turns to that squashes more air in - effectively putting as much air (oxygen) into the cylinders as a 3L engine.
So yes, if the EGR is faulty and continuously seeps exhaust gases into the cylinders, then blocking it off will enhance the engine's performance. However, exactly the same affect can be attained by fixing the faulty EGR !!!
In this day and age where owners of diesel powered cars are moaning at the government for hiking taxes on their car due to the emissions of them, I think its only fair they put the effort in and fix their emission reducing tools rather than adding to the problem. (if indeed the EGR was the cause of their problem - which it does look like in this instance).
