Early 90 headlights not working

Early 90 (glass fuses and relay behind binnacle )

Both high and low beam stopped working ,I've tried new switches

Low voltage (2-3 volts) at fuse box

Where should I be looking ?

I clean the fuse holders every few years when a problem crops up, usually helps.
Incidently almost every fuse was the wrong rating when my son bought it.
 
Once you've found the fault it's really worth 1. changing the fuse holder to std blade type fuses, and 2. re-wire from the light switch/stalk to 2no new relays, one for each headlight - this ensure low current switching and will save your light switch contacts from burning out.

Both upgrades are very easy to complete.
 
Fuses are fine (checked with multimeter)
Low voltage at fuse box with fuses out just need to work out why
Should be fairly easy to trace. Does it vary when running or not? Ie is the alternator working? What is the battery voltage?

Just follow the wires from the battery and alternator and see where the voltage drop is occurring. Might be worth checking and replacing the main Earth strap to the engine/gearbox too.

Btw if you have low voltage to the fuse box, it’s amazing anything is working?
 
Finally got to the bottom of it
After taking the binnacle out to check the wiring and trying new light switches to no avail I took the headlights out to find that both plugs had come off the back of the headlights

WHAT ARE THE CHANCES ? !!!
You couldn't make it up, maybe your neighbour sneaked in and done it for a laugh!
