@miiktdish can't pull the photo back as only ones I have at the moment and I'm not with my vehicle but its just above the fuel tank if that help, and yeah thought it looked liked a rivet of sorts and it was a bout i think, looks like they have snapped the head and tried to grind a mark on it to use a flat head but now it is just spring the whole thing rivet and left over boltIf it’s the one I’m thinking it is (agree with @miktdish) but it’s hard to tell, it’s a captive nut on a plate held in place by a pop rivet. I don’t really know what we are looking at there though, as it looks like a plain screw head of some sorts in a hole
That makes sense. But you should be able to get to it with the under seat cover plate out. With that out you can see the top of the fuel tank and get access to those captive nuts. Other options are to fit a Rivnut. It looks like some kind of butcher has been let loose if I’m honest
