Driver window will go down but not up.

Window regulator removed and checked and tested on bench and working both ways when supplied with 12v and reverse polarity.

Switches has been swapped for a known good one and still same.

Tested voltage at motor connection and its showing 12v when pressed switch direction down and 3v to 5v when pressed switch direction up.
Relay is heared clicking both ways.
Any ideas?
 
If its back on the car, test in situ with glass on a 12v supply.
You probably know this but 2 connections that reverse polarity to go up or down.
Sounds like the controller isn't giving enough power. If it's just not enough power to move the window it may power a relay.

When mounted on the car with glass in, i can work the regulator both ways when applying a 12v supply and reverse polarity from an exterior 12v battery to motor.
