Discovery td5 characteristics

Hi guys, I've had many pansies before now, just bought a td5 discovery auto. It's cosmetically crap, but appears to have been looked after mechanically.

The question I have is, how fast can you get it going? I'm not expecting lightning speeds, but it takes some getting going, with anything less than 3000rpm being really slow! Also it doesn't like hills at motorway speeds. Struggles to stay around 70 to be honest any way! Is this normal?
